Arizona Parental Rights Handbook Open Book 

In the 2020 Arizona Legislative Session, the Legislature established ARS § 15- 249.16 which requires the ADE to establish and post a statutory handbook of parental rights, which has been done. Additionally, each school district and charter school must prominently post a link to the statutory handbook of parental rights on a publicly accessible portion of their website.

Dear Roadrunner Families,

I hope that you are in good health and spirits. Thank you so much for your support and patience this quarter to help your child be successful with online learning.

As we move into the second quarter of the school year, we are cautiously transitioning to include some in-person instruction for families who have requested this. At this time, we will have only two learning options, the Online Model and the Hybrid Model. Please read the following information carefully.  Afterwards, please click on the link below to fill out a quick survey about which of the two options will be your preferred model of instruction for your child(ren).

Beginning October 19, each student will participate in only one of the 2 models:

  • Online Only Model: Students will attend classes online with their teacher.
  • Hybrid Model: Students will be divided into two groups (A and B) and will be assigned to attend two days of school per week in person. Group A will attend Mondays and Tuesdays only, and Group B will attend Thursday and Fridays only. Students can only attend school on their designated days.  (Parents or guardians will be required to sign a waiver in order for their child to attend school in-person).

Procedures for Safety - In-person students will be expected to:

  • Wear a face mask as part of their uniform at all times (except during designated structured “mask-free” breaks)
  • Frequent hand washing
  • Student desks will be six feet apart from each other
  • Students’ temperature will be checked before entering the school building. If they have a temperature of 100 degrees or higher OR if they are showing any symptoms typically associated with COVID-19, they will not be allowed to remain in the school.
  • Parents, this is how you can help us by prescreening your child.  Please do not send your child to school if your child is exhibiting COVID-like symptoms (such as cough, runny nose, fever, etc) or if they have been exposed to someone who tested positive for COVID.

Buen día familias de Mary L. Welty,

Espero se encuentren en buena salud y ánimo. Muchas gracias por su apoyo y paciencia este trimestre ayudando a su hijo/s a tener éxito con el aprendizaje en línea.

A medida que avanzamos hacia el segundo trimestre del año escolar, estamos haciendo la transición con cautela para incluir instrucción en persona para las familias que lo han solicitado. En este momento, solo tendremos dos opciones de aprendizaje, el modelo en línea y el modelo híbrido. Por favor lea la siguiente información cuidadosamente. Luego, haga clic en el enlace a continuación para completar una encuesta rápida sobre cuál de las dos opciones será su modelo de instrucción preferido para su hijo/s.

A partir del 19 de octubre, cada alumno participará en solo uno de los 2 modelos:

  • Modelo solo en línea: los estudiantes asistirán a clases en línea con su maestro.
  • Modelo híbrido: los estudiantes se dividirán en dos grupos (A y B) y serán asignados  para asistir dos días de la semana en persona a clase. El grupo A asistirá solo los lunes y martes, y el grupo B solo asistirá los jueves y viernes. Los estudiantes solo pueden asistir a la escuela en sus días designados. (Los padres o tutores deberán firmar un documento de renuncia legal para que su hijo/s pueda asistir a la escuela en persona).

Procedimientos de Seguridad

Estudiantes presenciales deberán de:

  • Usar un cubrebocas como parte de su uniforme en todo momento (excepto durante los descansos estructurados designados "sin cubreboca")
  • Lavarse frecuente de manos
  • Los escritorios de los estudiantes estarán separados por dos metros.
  • Se revisará la temperatura de los estudiantes antes de ingresar al edificio escolar. Si tienen temperatura de 100 grados o más, o si muestran algún síntoma típicamente asociado con COVID-19, no se les permitirá permanecer en la escuela.
  • Padres, ayúdenos evaluando previamente a su hijo/s. Por favor, no envíe a su hijo a la escuela si su hijo/s presentan síntomas similares a COVID (como tos, secreción nasal, fiebre, etc.) o si ha estado expuesto a alguien que dio positivo en COVID.

Welcome to Mary L. Welty Elementary School, home of the Roadrunners, where our motto is “Doing Your Best Every Day!” We are located about an hour south of Tucson in the beautiful mountains of southern Arizona in Nogales, just north of the Mexico border. Our highly qualified teachers and caring staff work hand-in-hand with the supportive families in our surrounding community. We serve our kindergarten through fifth-grade students with pride. Mary L. Welty Reminders:

  • All students are required to wear their school uniforms. Please contact Mrs. Bonillas if you need assistance with uniforms. 


  • Breakfast and lunch will continue to be served for free. Breakfast will be served in the classroom EVERY day of the week from 7:30 am – 7:45 am. 


  • Students are required to be ON TIME! Student attendance is MUST in reaching our academic goals. Classes begin promptly at 7:45 a.m. after breakfast in the classroom ends.  


  • Please speak to your children about being respectful and kind. 


  • No Cell Phones, Air pods, Nintendo Switch, iPad, or other electronic devices are allowed on campus. The electronics are to be off and in your backpacks. We are not responsible for lost items. The items will be confiscated if being used during school hours. A parent must pick up from the principal’s office if the item is taken away. 


  • Fighting or bullying are NOT allowed on campus or on the school bus. The NUSD #1 guideline will be followed including a report the law enforcement. 


  • Your child will receive homework daily. Mary L. Welty is dedicated to having our students achieve academically and homework to practice is an extension of the student’s learning.  


  • If your child is riding the bus, contact Citizen’s Auto Stage at (520) 281-0400 ext. 4138 for a schedule or questions. For your child to ride the bus, your address will be screened to determine if the child is eligible for transportation. Transportation by bus will ONLY be provided to student’s whose home addresses are in the Mary L. Welty zone. Students under OPEN ENROLLMENT are NOT eligible for bus service.
